The Ethics and Anti-Corruption Commission (EACC) has launched investigations on the hiring of Mr. James Omondi Ambuso as a Director of Quality Assurance by the Kenya Universities and Colleges Central Placement Services (KUCCPS) despite having a corruption case in court.
The KUCCPS board hired Mr. Ambuso last week. EACC has objected to his appointment on grounds the that it violates the provision of the Anti-Corruption and Economic Act (ACECA).
Mr. Ambuso is facing corruption charges for offences committed at his previous work place at Kenya Water Resources Management Authority (KWRMA), when he served as manager in charge of finance and administration, He was arrested by EACC and charged in court in 2019. He is facing several criminal charges including soliciting for bribes, abuse of office, committed during his tenure. Prior to this appointment, Mr. Ambuso was on suspension on half pay pending the determination of his case.
EACC boss Twalib Mbarak said that they wrote a letter to the Chief Executive Officer (CEO) KUCCPS Agnes Wahome, and copied the Chair of the Board, Mr. Joe Ager, advising the Board that Mr. Ambuso cannot be engaged or take up public appointment until the matter before the court is finalized.
Barring graft suspects from holding public office and being appointed to the same is a deterrence measure to curtail impunity and is also a mechanism that will ensure accountability among those entrusted with public resources.
